I read there's been a bug related where an item should spawn after killing District 6 enemies but it was missing.
How rare is this drop if it works at all? I need 20 and I killed over 50 mobs, not a single ValSoul box yet

I think it's still bugged.
it's still bugged, been bugged for awhile, it's an not completable quest.
