So i reached level 21 on my Jin and couldn't drag down the new level 21 skill to skill bar so i restarted game.
NOPE i still can't, is there a way for me to ummmm fix this?
I tried the default setting chains and the skill is not there.
Cometfall skill from Jin is bugged and cannot drag down to skill bar.

You can't add it to the bar. It's an air skill.
If you jump your bar will be changed to the air skills and cometfall will be at 1-button.

What he/she/it says is basically it's an air-skill.
When unlocking comet it automatically goes to your skill bar in key-1, but can be seen only when you jump.
So to use it you got to press (default) backspace and follow it up with (default) key "1".
