The title pretty much! The tutorial works perfectly fine up until the part it wants you to use Chain Skills. After you use them, it doesn't count as being completed.

Something else that's pretty minor I noticed after testing all the characters is that in the cut scene where where your character is in the truck and escaping the Malevil, when playing as Jin, the sound at the end is totally cut off. So you can't hear Miriam give her last line lol. This doesn't happen with the other characters.
Anyways, I hope it does get fixed soon! It leaves a bad impression on new players when they can't even finish the tutorial... And as it is now I can't make another series on my channel when the tutorial is broken. Ticket's been submitted!
