I can't tell you the math but it has something to do with the tag.
Its like this: Each 100 dmg on a Chip gives you 400 on your weapon. Since this gives 481 dmg its 1924 for the weapon.
How it is exactly calculated you have to ask another person sry. Only thing I can tell you is that flat attack dmg is way better than %.

Tag damage is multiplied by 4.68 at +9

Basically for an AOV weapon +9:
- SA +1 = 5 attack
- SA +1% = 142.143 attack
So the first one give you +2405 additional attack, and the second one ~569 additional attack.
Whitout tag they are almost the same weapon, 95% to 100% refining only give less than 100 attack.
That being said, the lowest Hero flat give 481 (2405 attack) and the lowest Hero % is 12% (~1706 attack),
the highest Hero flat give 662 (3310 attack) and the highest Hero % is 16% (~2275 attack).
So the flat give 699 to 1035 more additional attack than the % one, that's why peoples said flat is better.
