i would recommend going through grace city and doing both SET quests :b

you get 22x Anti, if you use the 1,8 grutin you will be at 25

It's actually x5 SETs, not 4. You are most likely missing one. And I at least get 20+ antis. Make sure you are:
1) Getting craft quest on Candus city. It gives you x3 antis just for upgrading once
2) SET quest from the garbage guy. You have to unlock it though. To unlock it you must first talk to either the mercenary or the other NPC next to Henryk. Just talk to both of them, the quest to unlock it requires no dungeon.
3) Bank npc's quest from grace city. I do know the quest from this is called Faceless which unlocks after completing Ep 2 or 3 of Cold Rain
4) Finally, the quest that gives you x3 SETs which I'm pretty sure you know considering you have x4.

the Oden Faceless quest is a odd one to understand but I'll have you know is that I've done the quest and it never appeared after completing episode 2 and 3 of Cold rain.

Farming Grace has a lot of benefits for sure then! 5 SETs + all these ADs = I'm gonna do it

If you're even more crazy, you can bring your alt lv60 and do IDD's red quest, to get another 3 SET, but that's something which may hurt with a bit of time x')

As far as I know, the timer doesn't start if you haven't completely loaded the district. This is easily noticeable with Lilly's adv passive skill > it is activated as long as you have 70% SF or more and no active CD on it. But so, it starts in a second the district starts too (and I always have my frenesy starting right when the district is loaded; the only exception is if you play in a team and your team mate loaded faster than you).
So I don't think having a powerful or weak PC will change anything about districts' timers on this point, it'd more be about lags or freezes in it.

I was thinking more like it would be timed as in it includes menuing/picking up quests/running in the hub world and stuff so it would end up having loading times in them too XD

If it has any difference it's by less than a second but this still matters a lot for raids like IDD where the top of the board can be really tight.
The thing that actually adds a lot of time are actuall fps laggs. If I have a run that almost doesnt lagg I run as low as 1:39 if I have a run that laggs a bit more I cant get under 1:45. I hate my pc q.q
