The blue weapon requires a higher lvl to equip yet the damage difference is far too great on the other. Did I pick up some sort of rare drop or is this something u get from beta?

Because it's a gold (unique, max common rarity, etc) it's going to beat a lot of blue weapons until a certain level. This is a shared concept in almost every MMO with weapon rarity.

Unique value weapons have better damage always.

You have a unique weapon, and ontop of that its refined, which is probably close to best or second best in level.
A tip, don't bother with any blue items, play on Manic and get unique ones instead, they are much better and will be better for many levels.
