I am not sure, I can confirm it after the installation. Not everything might be necessary.

The same error still pops up.
I did some more research and it seems to be file corruption? I have my Windows 10 updates turned off, but I found a Microsoft help desk query over the whole issue. Some snippets:

reinstalled the game
Restarted Computer.
None of them worked.
How to reinstall the game without uninstalling it first and having to re-download everything? (Not a steam user)
My launcher still stops at 56% and then always shuts down. I manually deleted the update, it downloaded again, but the same thing keeps happening.

Double click open file location
Uninstall
Download the launcher again.
It doesn't work think it's a launcher issue.

If a clean reinstall doesn't work it's probably a launcher issue.

So it's supporting my theory, where the players (some), that downloaded the patch after the server's were turn on, can not play it and got this problem.

I installed this before and it didn't fix the launcher's errors.
The update contains 3 dll's and exe, i'm pretty certain one them requires some version of vcredist, probably the x86 build (32bit) even if you're on a 64bit system, anyone desperate to play can hunt for the missing package and share results.
The fix worked and am now in game.
