As title says i'm able to access the cash shop but there are no items.
As you can see on the screenshot my last purchase was on 06/02 so i should have been able to get my free items today 07/02.
I tested another account on steam and i was actually able to get the free items.
Edit Update: Cash shop did reset around 11:40 today

What is your time zone?
In case you aren't aware, the test cash shop purchases reset at a fixed time, rather than relative to your last purchase. That time would be 12:00 A.M. CET (Central European Time), which was about 7 hours ago. Unfortunately, this was about the same time when NA servers went down, so I'm not sure if I can confirm for you as well.
Edit: NA is back up, no problem with the reset for me. It should have reset at 5:00 p.m. CST, which is around when the server went down. -
