Card rarity droprates on Akasha Transmitters?

Newbie here, why save them? Does drop depend on lvl or save them for some kind of event?

Other servers had events where they increase the chance to get ARs of a specific rating (e.g. double chance to get 5*). Don't expect to have this event anytime soon though.
