Local publishers are the cancer killing the MMORPG industry. The developers are also to blame for prioritizing making contracts on publishing rights over actually getting people to play the game.

You completely missed the point. If it's a legal thing as in you are legally obliged to block regions you're not licensed for, then JP would have to IP block too.
Plus from what I read, there are English packs available for JP's version.

It was nothing. I thought JP didn't IP block since so many people talk about playing on JP servers. But C25Cloud pointed out that those players were using VPN.
I think Critic meant that if JP doesn't have a block, then it can be deducted that Gameforge isn't legally obliged to implement an IP block, they just wanted to do it.
I believe JP changed publishers some time ago and it's possible they simply just renogotiated the contract to not have to block some regions.
.... Although I think SEA is still blocked there(?)
