I'm not sure but I did get a Soul Stone Fragment of Solace from the normal Last Carnival Raid.
As the title says, I hit lv55 today and tried to do the Last Carnival in Rocco Town. After I cleared the normal one and went into the Virtue mode, it displayed this message " It is not possible to enter the district as you have not reached the minimum level required for district entry" and couldn't get in.
Any idea why ? I just want to get in the virtue mode so badly for those Soul Stones ~~
attributes raid have been disabled for a supposed "exploit" i say they just dont want us that far or stuff like GC isnt supposed to be in the game is what they want 
not like there is much to do but ark and your raids, and alts at that point so:/ GGNORE

They most definitely don't want us to get too far in the game while it's still in beta, but people probably did find a way to exploit something and therefore they needed to disable it.
Yeah, it makes no sense to have all the content enabled right from Beta. If I were gameforge, I wouldn't even add casual raids normal mode at this point. I'd pace the content out over 6-8 months, just like TW server did. After Primal/Saurus, there's really nothing interesting to do in this game. Even the KR server doesn't have any new content yet. Primal has been the endgame dungeon for 1.5 year now, since then they only added elemental mode of dungeons (very low effort, can't even be called new content, it's the same stuff as normal mode but a bit harder and new drops), new leveling area (mostly rehashed assets from previous areas, same with enemies) and class advancements (a few new skills, low effort).

but theres nothing to really do now except grind out with ppl lol got no problem with it as i enjoy the game but lets be honest after 55 what is there to do
