It costs GF probably tens of thousands of dollars per day to run this game for the entirety of EU and NA. So there's nothing wrong with them adding in cash shop content.
They may be waiting to evaluate other variables before they introduce Jin&Iris. Another guess is that they want to save the content for later so they can bring back players once the hype for the game dies down. So far there isn't that much content in KR/JP either so it's understandable that GF wants to save their stuff.
I tend to think they will introduce Jin and/or Iris quickly after the end of open beta (in order to keep older players). But I could be wrong

Gameforge isn't "busy" making money right now, by the way. Jin and Iris aren't out right now but will likely be around for the official release of the game.
We're still using an "old build" as said many times by many people. It's just time to be patient for the full release
