Time doesn't stack. You get a Gold and a Silver bundle from the Gold & Silver bundle. So, you could choose to use first the Gold and after 30 days the Silver pack; this way you could have 60 days of premium, but Gold and Silver seperately and without stacked effects. Or you use both of them at the same time and have 30 days of stacked effects.
tldr: they are different effects and time doesn't stack, only the effects. -

Yes, they do stack.
If you already purchased Gold VIP package, you will be having plus 120 energy each and everyday for 30 days, If you buy Silver package afterwards, your daily bonus energy will increase to 200 for each day until your VIP Membership expires.
