I am not familiar with how Steam's model works, but TERA is F2P with Micro transactions on steam. I think the publisher will take what they believe to be the most effective route, some games release on steam, or relaunch on it, or not at all.
I myself have no preference in the matter. I will install it either way.

wasnt it planned to come to steam on release too?

The open beta is planned for steam. As far as the micro-transactions.
No idea!

Pretty sure if the game is Free to Play and on Steam, it will have micro-transactions available on Steam.

im sure too

Yeah from what I gathered through playing MMO's on steam is that you can also get the micro transactions through steam wallet.
-
I hope so

Wonder if we'll have access to some type of starter pack that will help us with leveling, or maybe a costume pack. That would be cool.
-
They already said they would home some packs ready at launch. Up in the air on what is inside though
-
im sure they will, They did it for Black Desert Online.
or well they allowed to convert steam money into game currency -
there is a steam release yes and also i guessing there's gonna be under the early access page in which should be a good idea for them. i prefer steam cus i have some extra cash on steam.

The game will be on steam & will most definitely have micro-transactions along with DLC bundles. The usual assortment of " starter package " " gold package " etc

thats normal soo ya
-
as it will be by steam I believe you can use your steam wallet to make transactions
-
As it's been done with another recently released mmorpg on steam, there will probably be both DLC packs and a way to pay steam wallet money for shop coins
-
Some games have both ways for what you're buying.
Example closers has packs in steam so steam wallet. Then the in game uses EMP store creds which is purchased through enmasse.

odds are it will have both ways of buying
