Starter Packages are available at Server start
No information has been released but you can bet they will have some leveling events that award items and probably a basic stater package and then of course your pay package options.

i doubt they will give away a free outfit. Outfit are kinda important in the game, so yea. they might give a free limited timed outfit that expires after a number of days (they do that on kr)
Personally I don't feel its necessary to give free stuff like that yet. But if they want to, it might be like health, sp consumes, revival item, limited timed outfit, a few brooches.

Yes, they do that but i doubt they will give it out right off the bat at start.
packs once servers are up yeah quick leveling items at start maybe idk
If you're expecting tons of exp events or exp buffs so u can lvl to max in a few days not sure u will have fun with the game if you rush like that but, you do you honey
Giving players exp bonuses on top of VIP at launch is bad practice because you just get bored faster and that may result in players quitting the game until new update at best. But event(s) where you can get something like unique cosmetics/titles(like "OBT parcipant" or whatever) will be great.
Founder's Packs will be there im pretty sure.
