I bought Special Brooch Transmitter Pack and after using x15 brooch, i havent got a single BSK brooch.. is that normal?

Those transmitters are for SD-brooches, not for BSK. BSK have their own transmitters wich currently aren't sold in the shop. So yes, that's normal. For the future, look at wether the transmitter has an SD, BSK or FOT in front of it, that's the type of brooch you'll get.
