As others already pointed out the Quest you're currently trying to do can't be completed atm so you're just wasting your time. I understand where you're coming from but as it is and how it's been implemented it just wouldn't feel right to have the PvP there as an option.
Let players decide if they want to PVP or not - this mode is not something most ppl enjoy

The only problem I see here is that there will be a quest to do in that area. It's less of a problem on a server with low population, but on NA I can imaging is not rare to run into jerks.
As much as I agree with the world building argument, games are there to be enjoyed and this whole setup just begs to be problematic later on. Regarding PvP it should always be optional in my opinion. No matter the story and background, you really shouldn't encourage people to be bullies. A game mode that enables enjoyment over other peoples misery is just wrong to me.
Might just make a poll and let see what the result will be. Democracy!
