Tbh no idea how its going to work on our side. I believe the advancement is enough of a game changer that it warrants a skill reset for existing characters, but it depends on how Gameforge plays it out. I expect, however, that it will be a while before advancement is released, and its a huge waste saving the extra skill points until then.
If you want to save the skill points to be sure, follow the 60 build path, rerouting skill points as necessary. It takes exactly 30 skill points to max all the Haru stuff you get from advancement; so plan out your 55 build making sure to spend exactly 123 skill points and no more.
Edit: I added a sample level 55 build that assumes you get no resets when level 60 cap and job advancement drops. This build allows you to get all of Haru's advancement skills/extensions maxed without using any resets.

Yes you are right, the increase is only to your base attack., so this is actually a good question. The answer to it is, its debatable.
This is using my Haru with a +6 Chemical Cutter.
Normal state without Arena Storm buff:

And now with a lvl 3 (+12%) Arena Storm:

Repeated multiple times with same result, no variations: min attack increase of 60 and max attack increase of 76. The increase in the grand scheme of things is tiny compared to just having a +6 weapon, so it obviously seems a little lackluster. However, considering that a clean Chemical Cutter has an attack of around 670-780, the increase is much more noticeable.
Also, keep in mind this affects your party members as well. So you're looking at anywhere from 2-8 times the effectiveness on your party's attack as a whole.
In short, its not that Arena Rush is meh, but its effects pale in comparison to in increase from upgrades, and proper scaling stats like crit. That being said, any boost is a good boost, so I would recommend it be maxed unless you really wanna use those points somewhere else.

Penetration is definitely a good stat if you can find it. I personally value attack speed and crit rate over everything else, for 2 reasons:
- Haru tends to remain closest to the boss because of her playstyle, and you want attack speed to be able to execute your skills as fast as possible to get the damage out and get out of range of the next attack.
- Lily is capable of providing an enormous crit damage buff to herself and her party; this is great for her, who has a number of innate characteristics that give her free crit. Haru does not have this luxury though, so you want crit rate so that you actually do crits in the first place.
My order of priority for stats is attack speed -> penetration -> crit rate -> flat attack -> crit damage -> everything else. This is just MY preference though; its perfectly fine to make a crit rate and crit damage focused Haru for teh big crits, for example.

I start to see a visible difference from 20% and up. Its a good point to aim for if you can.

Haru functions as a DPS, but unlike the others, she doesn't focus on a specific stat type. Erwin excels with attack speed and armor penetration, Lily thrives off crit, etc. If anything Haru uses attack, but the % increases you get only affect your characters base attack, a.k.a the portion of your attack without your weapon or any +attack from armor and accessories. Because of this, %attack increases are rarely useful, so Haru is left to decide what type of Haru she's gonna be. Crit Haru? Attack speed Haru? Penetration Haru? It's up to you.
You can definitely get attack speed increasing cards. They don't have any specific synergy with Haru, but they work just fine.

Attack speed is sooo good, I played a different action combat game and one of the most desired buffs is action speed buffs. Being able to cast everything faster means you can get away with attacks; any slower and you'd be punished

May I ask which AR card(s) should I go with on Haru? I’m pretty new at this AR card system lol. I did some reading and I really want to try get Big Puppet card cuz of 0 cool down for 5sec. Is this card the same as Big Plastica? Not sure y they have different names? How do I get this card? O.O ty
