Golden Citadel

Why we can't enter Golden Citadel raid with less than 4 party members. On server like PL is hard to complete party with 4 members, so I can't play even this content. So i want a Golden Citadel be available with 2 party members like on korean server.

It's not problem with guild. It's problem with a just few players playing this raid on my server.
