And this is what happens when too many games newer come out and just stay in open beta state for all they'r lifetime.

People no longer understand what is beta and what is a released game.

What a fun we have here....

The Open beta = no wipe started only because it allows company to release buggy mess and not get sued after they change it too much, or even close the game.

Beta is beta. Closed beta means you need an invite, open - well, open to anyone. That's all there is.

What actually prevents easy character wipes is cash shop. Because once a company starts charging money it means they are selling smth, product or services it matters not. What matters is that bs-ing paying customers has legal consequences.
