I do think the GDPR may restrict data transfer in a way, that they can't transfer it from EU to Asia.
Though it should be no problem to ask every user for permition to do that.
The biggest problem might be the part, where they are only allowed to use data necessary for their own business.
Since this game will be shutdown and Gameforge doesn't have anything to do with it anymore, they might not be allowed to share that data. They also have to delete all personal data as soon as the server shutdown.
It's less about the data on the accounts as the accounts themselves.

Regarding the thing with NA Tera, the GDPR probably doesn't restrict others to give data to someone in the EU.
It's about how companies/people inside the EU use data after all. No one cares, if NA transfers data to the EU, this regulation only restricts people inside the EU to transfer data somewhere else.

I played some games, where EU servers were closed and the data didn't get transferred either.
Also the GDPR only becomes stricter by the day not looser, so chances are that it only gets harder to transfer data.

1. You accepted the terms of use which state, that they don't owe you anything at any point.
2. It's normal for a game to shutdown at some point and you knew well that you were playing an online game where that can happen anytime. Even something like FFXIV will be shutdown someday and all the people will have put money and time in it. But you don't pay, so you can play for eternity, you pay for the time you are able to play.
It's like paying 10€ for one round of minigolf only in a larger scale.
3. Btw. Steam, Playstation, Nintendo etc. don't owe you either if you downloaded your games there and they were getting bankrupt.
