I figured it out. It's always p2w for people that a) don't have 2 quarters to rub together, b) don't want to invest time to achieve same results, c) have no idea of what pay to win actually is.
Yes that's my conclusion.

It’s really worth fighting at our EP Party! We’re reducing the amount of EP required for EVERY dungeon by 50%!
When: From 9/3/18 (from 6 PM CET/ 12:00 PM EST) to 12/3/2018 (at 9 AM CET / 03:00 AM EST)
Example
The dungeon ‘Silver Scythe’ normally requires 7 EP to start and 7 EP at the end (a total of 14 EP).
During the event you’ll only need 4 EP to start and 4 EP at the end of the dungeon ‘Silver Scythe’. (A total of 8 EP because the amount of dungeon EP required is reduced by 50% and rounded up if needed.)
Get out there and have double the fun in the dungeons!

Is it just me or can they not do proper math 50% of 14 is 7.. no rounding up is needed?

I just dash thru bosses when they attack, and wack em.
Then run away when stamina is low.

Some skills, like Erwin's napalm , you can't drag, it will automatically add to skill bar and appear when you jump.
Otherwise it's lag/bug and works eventually or after relog

Oh also if its down for 6 hours without a peep or acknowledgement the next day i doubt they are working very hard during that time, and just reboot server in morning
It's bed time. Probably time for me to go to bed too! I can't guarantee you'll have your deeply desired peep but I can recommend you wait for the Easter super sale fairly soon.

No worries, they will have them up and running when they get to work in the morning. Only about 5 hours from now.
