2 star Chaser has 30s cooldown while 1 star Chaser when upgraded to T2 has 15s, i prefer the 1 star version because its half the cooldown even tho its 10% proc rate instead of 20% for Lily it doesn't even matter that much when u have high crit rate.
If we're talking SF recovery cards i'd say its 2 star Grand Taifon > 1 star Chaser > 2 star Chaser.
